An application to change a house in Northampton into a home for six occupants which is recommended for approval has received 53 objections.

The plan for the property in Forfar Street in St James is due to go before West Northamptonshire Council's Northampton Local Area Planning Committee next Tuesday (June 1).

A report to the committee recommends the application is granted planning permission subject to conditions.

It states the proposal is for a change of use from dwelling/house to house in multiple occupation (HMO) for six occupants.

The application has been called in by councillor Rufia Ashraf on grounds of parking and impact on amenity.

In the report, Councillor Ashraf objects that the development is 'likely to exacerbate parking and noise issues in the area and be an inconvenience to residents.'

Private Sector Housing, Highways and the crime prevention officer raised no objections.

The application site relates to a four-bedroom terraced house with a basement and room in the roof.

All the bedrooms will have en-suite facilities. The basement would serve as storage for occupiers of the property.

The ground floor would comprise two en-suite bedrooms and a kitchen.

On the first floor would be three en-suite bedrooms, with a sixth en-suite bedroom on the second floor.

The garage to the rear would serve as secure cycle storage for six cycles and for waste and recycling storage. Parking will be on-street.

A summary of the third party and neighbour responses states there were 53 objections received raising comments such as: house of multiple occupation density has already been exceeded, loss of privacy and noise nuisance.

In relation to the issue of HMO, the report states: 'Council records evidence that the proposal would not lead to an over-concentration of authorised and licensed HMOs within a 50m radius of the application site.

'There are 64 properties within a 50m radius of the application site therefore, 10 per cent would equal 6.4 properties.

'The inclusion of the proposed HMO would result in six HMO properties within a 50m radius equating to a concentration of 9.38 per cent. The proposed concentration is therefore within the threshold of 10 per cent as described in the adopted supplementary planning document.'

The report goes on to state: 'No parking beat survey has been submitted with the application.

'However, the applicant has submitted an assessment of the existing parking and highways situation.

'In the assessment, the applicant has ascertained the location is sustainable and close to bus stops with regular bus routes and there are a variety of local facilities.

'It is clear that there is some pressure on parking on Forfar Street, Holyrood Road, Glasgow Street, Fife Street and Elgin Street, although the area is controlled by a parking control order and residential parking scheme.

'The applicant also considers that in their experience HMO tenants do not often have or wish to have a car and select a home because of its easier access to facilities.'

The report also states: 'The proposal does not include any external alterations that would increase the extent of overlooking or loss of privacy to that existing.'
