'Who thought this was a good idea for Abington Park in Northampton?'

I would like to extend my hearty congratulations to whoever proposed and allowed the attractive lump of black tarmac to be laid in the rose garden near the swings in Abington Park.

The gaudy yellow handrails adorning either side of the steps, so sympathetic to the surrounding area, are truly a sight to behold. Why would you replace the path, attend to the brickwork on the raised flower beds where required and replant them, when you can smash them up in an act of wanton vandalism and replace them with a substance the wildlife can enjoy?
