Constable accused of inappropriate behaviour with a teenager to face disciplinary rap

A disciplinary hearing will be held by Northamptonshire Police this week after a constable allegedly asked a young girl questions regarding her sexual experiences without good reason.

The hearing, concerning constable, Declan Gabriel will be held on Friday at Northamptonshire Police HQ, following allegations that he placed a young and vulnerable female in a police vehicle with a view to taking her to a safe place, however the female remained in his vehicle for over two hours before he delivered her to an alternative address.

It is claimed that the officer failed to behave in an appropriate and/or professional manner towards the female during that time.

This included, while alone with the female, he asked her questions regarding her sexual experiences without good reason and made no record of the discussions. He made no attempt to update his supervisor in relation to the situation, or seek arrangements for a handover of the female to another officer or for another officer to be released to accompany him.

At all material times the officer was in a position of authority, entrusted with taking the female to a safe place.

His conduct is likely to undermine public confidence in the police service as a whole.

The standards of professional behaviour breached are:

1. Honesty and integrity;

2. Authority, respect and courtesy;

3. Duties and responsibilities;

4. Discreditable conduct.
