South Northamptonshire Council (SNC) has refused planning permission for the housing development to the West of Greens Norton for the second time.

A report discussed by the council’s cabinet committee stated the scale of development is “disproportionate” to Greens Norton and its sustainability

credentials.

The report states: “The generic social and economic benefits of the scheme, although significant (and not to be understated) would not be sufficient to outweigh the fundamental conflict with the development plan and the harm that would be cause.”

Planning officers also concluded that the council could demonstrate a five-year housing land supply without apporving the development, and the application contained no commitment on contributions towards the improvement of local infrastructure.

Councillor Roger Clarke, SNC’s portfolio holder for planning and environment said: “The developer has addressed an issue with the flood risk assessment, but the remaining issues persist.

“The scale of the development is disproportionate to the village and while there is a need for more homes in the district, this is not the right location.

“In this case the council’s planning policy agrees with the residents that this development is not appropriate for Greens Norton.”

Many of the residents who objected cited SNC planning policies as well as concerns over increased congestion on the rural lanes in and around the village.
