Homes scheme in Northamptonshire set for rejection
An unpopular proposal to build almost 50 houses on a patch of land in a Northamptonshire village has been recommended for refusal by planners.
The scheme would mean the development of 49 homes and a new access road on 1.5 hectares on the south-eastern edge of Greens Norton, near Towcester.
It has been met with opposition from more than 500 residents, the county council and the parish council.
A report to be discussed by South Northamptonshire Council planners next week has recommended the plans be turned down.
Case officer Clare O'Hanlon said: "The proposal would result in an increase in traffic accessing Mill Lane at a point that is restricted in width by parked cars and visibility ... and would give rise to conditions detrimental to the safety and free flow of traffic.
"As this development would result in increased harm to highway safety and as this harm cannot be mitigated ... it is recommended that the application is refused on these grounds."
She added no legal agreement had been made which would ensure improvements would be made to local infrastructure to cope with the development - a section 109 agreement - and listed this as another reason for the plans to be turned down.
The report noted that 577 letters of objection were sent to the council.
Greens Norton Parish Council said the number of houses should be reduced, working hours and deliveries restricted and a section 106 agreement should be finalised
The plans will be considered at a meeting of SNC's development control committee on Thursday, September 17.
