Fines for five who flouted bins laws
Five people have been fined as part of a council crackdown on people who flout rules over putting their bins out.
Northampton Borough Council took the five residents to court after they did not pay fixed penalty notices, which were served when they failed to comply with the authority's requirements for the placing of rubbish outside their homes, the court heard.
None of the five turned up for the hearings at Northampton Magistrates' Court yesterday.
Zoe Watkins, aged 36, of New Stone Crescent, in Briar Hill, Northampton, was prosecuted after failing to comply with a notice served on her by the council on July 7, 2009. The court heard she was told to put her refuse out for collection only during authorised times.
Her collection day was on a Friday but a warden found her rubbish had been put out on a Wednesday.
Mohammed Rahman, prosecuting, said: "Correspondence in the waste was found from Watkins which identified it as hers. She was given a 100 fixed penalty notice to pay within 14 days but she did not do this."
The court fined Watkins 150, she was also ordered to pay 200 costs and a 15 victim surcharge.
Rachel Stewart, aged 39, of Campion Court, Bellinge; Louisa Newton, aged 21, of Great Holme Court, Thorplands, Michael Corrigan, aged 21, of Gallfield Court, Bellinge; and Tracey Brown-Donovan, of North Holme Court, Thorplands were all fined in their absence after they failed to put their waste in wheelie bins, but instead left their waste out in black bin bags, the court heard.
They all received a 150 fine and were ordered to pay 250 costs and a 15 victim surcharge.
Councillor Trini Crake, cabinet member for environment, said: "Everyone should be able to enjoy living in a clean neighbourhood free of litter and rubbish. Unfortunately it can take one thoughtless individual leaving their rubbish out for days on end to bring down an area. It is not just unsightly but can become a hazard if the bag splits or its contents blown into the street and other people's gardens.
"There really is no excuse for being inconsiderate."
